Application of Digital Tools for Big Analysis Data when Attracting Specialists to the Civil Service

Abstract
This article explores contemporary approaches to modernising the civil service recruitment system in the Republic of Kazakhstan amid ongoing digital transformation and evolving labour market dynamics. It substantiates the need to shift from traditional recruitment practices toward leveraging big data analytics and digital platforms as key instruments for enhancing the effectiveness of HR policy. Particular attention is given to the implementation of the Civil Service Development Concept of the Republic of Kazakhstan for 2024–2029, which prioritises strategic workforce planning, meritocracy, and the automation of HR processes. The article analyses the stages of digitalising personnel recruitment, including the development of the e-Qyzmet Information System, the expansion of the Unified HR System to the quasi‑public sector, and the prospects for establishing a platform to attract specialists from the private sector. Furthermore, the article examines the potential of big data research in predicting candidate performance, increasing the transparency of personnel decisions, and developing a robust talent pool, while also identifying key challenges associated with the introduction of these technologies. The article concludes that integrating big data analytics is a critical prerequisite for the sustainable development and enhanced competitiveness of the civil service.
